How to Romance in Where Winds Meet
First, enter Online Mode and visit Shi Yimo. She is an NPC standing by the big tree at Crimson Cliff, southwest of the General’s Shrine in Qinghe. She handles formalizing marriage between two players. However, before you can get married in Where Winds Meet, both players need to reach the Companions Intimacy tier.
Once you have met the requirements, form a party with your partner and talk to Shi Yimo. Choose the Form a Partnership option. She will bless you both and grant the in-game benefits of being a married couple. If you join the Velvet Shade sect, you can marry multiple people.

If you do not have a potential marriage partner yet, you can use Shi Yimo’s Seeking Fate feature to find someone looking for an in-game partnership. Just write a message in the envelope that appears, then check the Found Fate screen to see if anyone accepts your offer. Once you find a partner, team up and form a partnership with them.
